SSVP Rule 2.15: “Financial Management”

1. “PASS UPS” and “PASS DOWNS”
   
   1. “Pass Ups”: Based on our RULE 2.15, “the main source of funding for particular, central, regional and national councils is from the conferences and councils who have a duty to financially support higher councils”. This is done in two ways – first, by the annual remittance of Regional Support Fee (RSF) as well as National Support Fee (NSF); and second, by sending any surplus funds to Regional and/or National to help with the maintenance of the works of the Society.
   2. “Pass Downs”: Based on our RULE 2.2.4, “Councils also help the Conferences in their ministry by assisting with financial aid” when requested. NOTE: Ontario Regional Council has recently instituted a formalized PASS DOWN system by which Conferences and Councils may request funds when monetary assistance is required.

2. REMINDER and THANK YOU
   
   1. Conferences and Councils that have not yet submitted their NSF and/or RSF, please consider this to be a friendly reminder to remit same.
   2. In addition, any Conference and/or Council that are in the possession of “surplus funds”, please consider the pass up of same to Regional and/or National.
   3. We also suggest that you keep a copy of the forwarding form as your receipt when submitting monies to Regional/National. In all cases, monies are to be submitted through the levels to our Regional Council.
   
   
   We appreciate your co-operation and diligence with the Pass Up and Pass Down systems as outlined in this letter.
